On April 29–30, 2025, the Executive Committee meeting of AEPC (Association of European Police Colleges) took place in Bern.
The Police Academy in Szczytno was represented by the Commandant-Rector, Col. dr. Agata Malasińska-Nagórny, and Ms. Monika Rożek, a representative of the European Integration and International Cooperation Team who actively participated in the development of the new strategy for the organization.
The meeting was chaired by AEPC President Stefan Aegerter, Director of the Swiss Police Institute. Representatives from Hungary, Portugal, Austria, Norway, Georgia, the Netherlands, Poland, Latvia, and Serbia also attended the session.
During the meeting, the draft AEPC of the Strategy for 2026–2028 was approved. It will serve as a common foundation for the continued development of leadership training in policing across Europe. The strategy, along with its accompanying regulations, was developed over six months—an achievement acknowledged as significant.
The new plan includes the establishment of expert committees focused on police leadership, teaching methods, mental resilience, and the psychological health of officers. A key element of the strategy is the systematic incorporation of scientific research findings into training processes, aimed at ensuring high-quality, European-level education for security leadership.
The strategy draft will soon be forwarded to AEPC’s 46 member states for formal consultation.
Participants also discussed the agenda of the annual AEPC conference on police leadership, scheduled for 23-24 September, 2025, in Belgrade.
The importance of the Swiss presidency was emphasized in speeches by, among others, the Attorney General of the Swiss Confederation, Dr. Stefan Blättler; Member of the Cantonal Government and Director of Security of the Canton of Bern, Philippe Müller; National Council Member Reto Nause; and Deputy Director of the Swiss Federal Police, Dr. Emre Ertan.
“Leadership in the security sector is not only about education and training, but above all about strategic responsibility,” emphasized the AEPC President, thanking all participants for their trust and joint commitment to the development of a European security policy education platform.
