On 21–24 October 2025, the Police Academy in Szczytno hosted a training delivered within the framework of CEPOL (the European Union Agency for Law Enforcement Training)
During the training, participants were introduced to threats arising from coordinated actions which combine both military and non-military methods (e.g., cyberattacks, disinformation) aimed at weakening a state or its institutions.
The event addressed issues related to raising an awareness and building resilience in society, cooperation between services, preventing threats and responding to crises, as well as the protection of critical infrastructure from hybrid threats.
The participants included representatives of police forces and special services from EU Member States and Ukraine
Among the experts who delivered the training were representatives of law enforcement and security services, the scientific community, journalism, diplomacy from EU countries and the United States, as well as the Police Academy in Szczytno.
The training constituted an important element of international cooperation in counteracting contemporary hybrid threats, which are becoming particularly significant in the face of a rapidly changing geopolitical situation.
The exchange of experiences and good practices between representatives of different countries contributed to a deeper common understanding of the nature of these threats and strengthened the ability to respond to them effectively.
The event also confirmed that only through cooperation and mutual support is it possible to build the resilience of institutions and societies to the complex challenges faced by democratic states in the 21st century.
